Acquiring Estonian citizenship is a way for citizens of other countries who have established a home here, as well as residents with undetermined citizenship, to strengthen their ties with Estonia and is an integral part of the integration process. 

We support the acquisition of Estonian citizenship by offering the following services to residents free of charge:

We provide you with the opportunity to learn Estonian to the level required for citizenship

We offer you the opportunity to prepare for the exam on the Constitution and the Citizenship Act, which is necessary for acquiring citizenship

 

Information Sessions

 

We offer free language courses and training courses on the Constitution and the Citizenship Act for people who wish to become Estonian citizens. This year, we will be organising information sessions to introduce our services in more detail and answer questions from interested parties.

Who can apply?

 

Applications for Estonian citizenship can be submitted in person at the Police and Border Guard Board offices by residents:

  • who hold a residence permit for a long-term resident or permanent right of residence;
  • who have resided in Estonia on the basis of a residence permit or the right of residence for at least eight years, five of which on a permanent basis, before submitting the application;
  • who have passed the Estonian language proficiency exam (you do not need to take the exam if you have completed basic, secondary, or higher education in Estonian);
  • who have passed the examination of knowledge of the Constitution of the Republic of Estonia and of the Citizenship Act;
  • who have a stable legal income;
  • whose place of residence is registered in the population register of Estonia;
  • who are loyal to the Estonian state.

 

The Police and Border Guard Board forwards the application to the Government of the Republic within six months for a decision on the granting of citizenship. If the government approves the application, you can apply for an ID-card and/or Estonian citizen’s passport.
